Admission & Application
In order to obtain the necessary application forms and information about the application deadlines you will have to contact each university or university college. In general the application deadline for foreign students is between December 1 to March 15 for courses starting the following autumn (August).Please note that some institutions have separate "pre-qualification" deadlines that are earlier than this.

Norwegian Agency for Quality Assurance in Education (NOKUT):The Norwegian Agency for Quality Assurance in Education (NOKUT) supervises and helps to develop the quality of higher education in Norway through evaluation, accreditation and recognition of quality systems, institutions and course provisions. NOKUT is the official Norwegian ENIC-NARIC center.

For students with a Norwegian identity number most applications to undergraduate studies at public institutions of higher education in Norway are processed by a centralised application processing center called Universities and Colleges Admission Service (UCAS - Samordna opptak).

Below you will find the general requirements to previous education. These are minimum requirements determined by NOKUT. Please note that institutions may have higher and/or additional requirements for all or some programs.

Academic requirements
A compilation of country-specific information called the GSU-list (formerly SIS list) states what level of education applicants from different countries need to meet for entry into Norwegian higher education, including any requirements concerning proficiency in English. For courses where the language of instruction is Norwegian, proficiency in the Norwegian language is also required.

Undergraduate studies
Completion of secondary education at advanced level, equivalent to passing the exam at the end of Norwegian secondary school, is the general basic requirement for entry to Norwegian universities and university colleges. For students from some countries at least one year of completed studies at the university level is required in addition.

Masters programs
Admission requirements are decided by each university and university college based on an academic evaluation of the applicants.Applicants for Masters programs have normally obtained an undergraduate/Bachelor's degree or equivalent of at least 3 years' duration. The degree must include courses equal to at least 1 1/2 years of full-time studies in a subject relevant to that of the program applied for.

In special cases, the first (and sometimes the second) year of study at a foreign higher education institution will not be recognized as higher education in Norway.

Engineering scholarships for Nepali students

BML Munjal University in Gurgaon, India is giving away scholarships to Nepali students who want to pursue engineering there.

Education Park at Civil Mall in Sundhara, which has been assigned to regulate the scholarship procedure in Nepal has opened applications for students who have passed +2 in Science, said Bhupendra Sitaula, Chairperson of the Park.“The University has allotted 40 quotas of scholarship for N
epali students,” informed Sitaula, adding, “The scholarship covers tuition fees, accommodation and living costs.” According to him, the University will select students who have secured more than 80% marks in high school. The shortlisted students will then have to submit an essay, and then face an online interview (via Skype) with a representative from the University.

Aashma Shrestha from Baneshwar was at the Education Park to fill up the application form on Sunday. “I researched on the Internet about BML Munjal University and after being convinced that it’s a good University, I came here to file my application,” she told Republica.

BML Munjal University’s Regional Chief Mandip Chaudhary said that 40 seats have been reserved for Nepali students recognizing their talent. “We are facilitating scholarships for engineering students in three different categories. To students with more than 80% marks in their +2, we are giving them a 100% scholarship; those with more than 76% marks will have their tuition fees and accommodation fees waived, and students with over 70% marks will get discount in their tuition fees,” Chaudhary told Republica.

College girl allegedly raped while she was returning home

An 18-year-old girl was allegedly r@ped after being dragged to an isolated area by an unidentified man in Dombivli area of Thane district on the outskirts of Mumbai. A case of r@pe has been registered at the Manpada Police Station.

She was released after being threatened by the accused. She went home and told her parents about the incident following which they approached the police to lodge a complaint.

Polices sources say that a list of suspects has been drawn based on the description of the accused provided by the girl. Some of the suspects have been questioned, however, no arrests have been made in the case so far.

The police suspect that the accused could be someone who had been keeping track of her. They are also asking information from locals on any unidentified person they might have noticed in the area.

Ambassador Bodde Opens English Access Microscholarship Programs in Morang

The English Access Microscholarship Program – more commonly known as the Access Program – provides a foundation of English language skills and leadership skills to disadvantaged youth.  This is done through a two-year program of after-school classes and extracurricular activities.  In addition to English, Access students learn about American culture and democratic values.  They also develop leadership skills and discover ways to help their communities through volunteer service.

Talking to the new Access students in Itahari,  mbassador Bodde said: “I want to tell you, the new Access students, that we believe in you.  If you
work hard in this program, you can achieve great things.  We’re offering
you education and training so you can go on to study in college,
university and beyond.  At the end of this two-year program, your English
and public speaking skills will be better, and we expect you to take these
skills and become leaders in your schools and in your communities.  I have
high expectations for all of you.”

The Access program is world-wide.  Since it started in 2003, over 95,000
students in more than 85 countries have participated in the program.  In
Nepal, the Access Program began in 2011, and 280 students have graduated
so far.  Currently, there are 320 students enrolled in Access classes across Nepal.

The OCE (Office of the Controller of Examinations) is likely to publish the SLC (School Leaving Certificate) exam results by Saturday.

An OCE board meeting on Tuesday agreed to publish the results by the end of the current Nepali month.The office has already prepared the marks ledger and the cross matching process is under way. The results will be announced at the end of the final verification process which will be over in the next couple of days.

Exam Controller Bishnu Bahadur Dware said officials have been mobilised 24 hours to speed up the process.

A board meeting after the final verification will decide on the grace marks depending upon the pass percentage, said Dware.

The OCE has been granting five marks to students who fail in a maximum of two subjects in order to increase the pass percentage.

However, after immense pressure to reverse the falling success rate, the Education Ministry is set to increase grace marks.

The results will be published in seven websites, seven SMS services and one voice call service provider.

US News publishes list of physician-ranked medical residency programs

Thousands of medical students will submit their final preferred list of postgraduate residency programs to the National Resident Matching Program (NRMP) on Feb. 26 after a year of interviews, research, and plenty of hand-wringing to determine where they might like to start their careers in medicine.

Stirring up the high-pressured match season a little more, US News & World Report this week published a ranking from the physician social network Doximity of U.S. medical residencies based on thousands of surveys from physicians who have completed internal medicine residencies in the United States. The surveys were sent through web notifications and emails to 18,695 members of the social network.

Massachusetts General Hospital and Brigham and Women’s Hospital in Boston achieved the top nods along with Johns Hopkins University in Baltimore. All three received 600 nominations from the physicians surveyed, and following close in line is the University of California, San Francisco Medical Center.

Each of the physicians Doximity surveyed completed a U.S. residency in internal medicine. Approximately 3,400 responded (18 percent), sending in approximately 2.7 nominations apiece for an internal medicine residency. The survey ran from mid-December to Feb. 10, representing around 1,300 hospitals and every state except Alaska and Wyoming.

Medical students wringing their hands about their futures might use this survey to inform their selection process. But the question remains: should they?

A list like this could easily be associated with other well-known rankings by US News, including the Best Colleges list that many high school students turn to annually. US News’ Best Hospitals ranking also brings huge marketing power to those hospitals and health systems ordained at the top of the list.

But Ben Harder, general manager of health and science at US News, said this list is “definitely not a U.S. News ranking” in an email exchange Friday.

“U.S. News builds nearly all of its rankings on objective quality data,” said Harder. “Unfortunately, objective clinical data on residencies is nonexistent.”

In the explainer piece Harder wrote online for US News, he notes a few problems with the objectivity of the data Doximity collected while also citing its potential to influence students.

In the surveys, physicians tended to nominate medical residencies near their own practices, while the South and West were underrepresented. Respondents were also more likely to be subspecialists and not internists (so it’s questionable whether their opinions of internal medicine residencies is the best source for a ranking).

Doximity also surveyed residency and fellowship directors, whose responses were pooled with the physicians’ at equal weight, despite the potential for bias.

“A few institutions did have three or four who responded, while most had no more than one, so it’s reasonable to take the nominations from that subgroup with a grain of salt,” said Harder. “At the same time, a large majority of nominations for all of the programs came from doctors who didn’t have a personal affiliation with that program.”

So with these data limitations, why is this survey even relevant for medical students?

Harder wrote online that the list’s “insight into programs’ reputations could inform their preferences, particularly if they are concerned about how future colleagues might judge their medical pedigree.”

“It certainly responds to the desire of medical students for information about the training programs,” wrote Dr. Joanne Conroy, the chief healthcare officer at the American Association of Medical Colleges, in an email exchange. “This is especially relevant as they are making their priority lists for submission to the NRMP.”

Dr. Conroy does not expect this list to affect this year’s match season since most applicants have already submitted their final selections.

How to make money on Ebay, Buy low, sell high

This is a guide, a work in progress on how to make money on ebay.  There are many different opinions on this subject and mine is just another one.  But I do feel I have some good ideas that I will share with you.

Buy low, sell high, or for at least more than you bought it for.  How and What?

How do you buy? I have come to the realization that knowing the right people, business is extremely important.  Here are a couple of ways I have bought items to sell, either on Ebay or to sell in Flea markets:

Auctions: Auctions are very good, I love merchandise auctions and moving or estate auctions.  Recently I went to an auction at a very large flea market in Central florida, this was a wholesaler of novelty type items.  At these auctions you may have to buy in larger quantities but if the item is a good seller buying in larger quantities is something you should want to do anyways.
From other ebayers, this is not usually my first suggestion but you can often find someone selling large lots of items, I found someone selling 5000 stress toys on ebay, where I was able to buy them at $.15 each, and can sell them for over $.30 each, not bad to double your money.
Yard sales is a hit or a miss typle of buying location,  If you get up early and search the sales, typically look for items that you have a knowledge about, or bring a blackberry to search ebay while at the yard sale.
Outlets, especially if you are located in a place where you can buy from a certain outlet where the rest of the world may not be able to so easily.  (see example below)
We are located in Florida, hence the name Florida Connections - HSN or Home Shopping Network is located in Florida.  HSN only has 3 outlets where they sell returns or off the shelf items.  HSN is extremely popular and we who are located near the outlets have a great niche to sell.  Think of your local area is there something near by that maybe the rest of the country doesn't have such good access too. 

Sell what you know....I can't stress that enough.  If you worked in a video store for years. Should you try to sell women's clothing or videos, not only do you know videos you may very well know where you can buy them cheap. 

Another example, again from Florida, I have Disney, Citrus, Universal, and many other popular locations, I can find people selling Disney items cheap... what do you have in your area. 

Now how do I sell it on Ebay... Wow that is a hard topic, changes all the time depending on how the market is going.  Lately I have liked selling items in an Ebay Store, cheap to list, and stays on Ebay longer.  How to price?  Depends if you item will only have a few people looking at it, IE maybe you are selling a rare picture of Howard Hughes, How many people are going to search for that, therefore you need to put a bit higher of a minimum.  Maybe you are selling Titleist golf balls, a very common item, you can list that lower and anticipate that sellers will bring it up to a "normal" selling price. 

How about shipping, I have learned from many hard lessons that I will not sell "breakable" items, too much work, but again if you have a great facility that can pack items exceptionally well, then go for it.

How to Pull Money Out of Your Policy | Cash Value and Life Insurance:

At some point in our formative years we’ve had a parent or caregiver say to us “just because your friend jumps off a bridge doesn’t mean you should.” Of course they were trying to teach us that just because you can do something doesn’t make it a good idea. Borrowing against the cash value of your life insurance is a lot like that. You can do it, but it’s not always a good idea.

On the other hand, borrowing against life insurance cash value isn’t necessarily a bad idea either.

You see, borrowing against cash value is not a black and white issue – it’s very much dependent on individual circumstances and goals. The best advice I can give is to read up on the expert advice out there – articles like my own – until you feel you’ve developed a solid understanding of the advantages and disadvantages of borrowing from your policy; only then can you make an informed decision that is based on your actual circumstances.
As we’ve discussed in earlier articles, life insurance policies that build cash value, such as whole or universal life, are more costly than pure insurance term policies because part of that additional cost goes into building cash value. Building cash value takes time, but before you start building up your own, there are some risks you need to understand.

What is Cash Value?

Understanding cash value is vital to making an informed, effective decision. Cash value is a portion of your policy’s death benefit which has become liquid. It grows at different rates for different insurers. This is referred to as the rate of accumulation – the ROA. Universal life policies offer different options for how excess premium is invested, which will then result in a different rate of return for that policy. The risk comes from the fact that it is a part of your death benefit. This means that if you borrow against it and die while the loan is outstanding, the death benefit is reduced by the amount of the outstanding loan. So before you borrow against your accumulated cash value, one of the questions you should ask yourself is this:

If I die the day after I borrow the money, will there be enough death benefit left to fulfill my reason for buying the insurance in the first place?

It’s Not Free Money!

A very common misconception about borrowing money from life insurance cash value is that it is free money, a “no strings” and “no expense” sort of deal. This is simply not true. Life insurance companies are in business to make money, and when you withdraw cash value from a policy, the insurance company no longer has that money available to invest, cover overhead, or pay other beneficiaries claims, and so they charge interest to make up the difference.

Unlike a bank loan, you are not obligated to pay back a loan against your cash value; this might sound like a great deal – it’s not. The risk here is that the lack of a requirement to repay the loan means the loan never gets paid back. Interest on borrowed cash value will continue to accrue and eat away your death benefit, further reducing what will be there for your loved ones when you are gone.
Borrowing from the cash value of your life insurance does have some upsides, the biggest of which is the tax advantage. Withdrawals of any amount from the accumulated cash value of your whole or universal life policy is tax free up to the amount of the premiums you have paid. As a rule, withdrawals generally includes loans.

This tax free status is a lifetime benefit which means that it will continue to be untaxed as long as you live, even if you do not repay it. However, the tax free status ends with your death; any outstanding balance at that time is taxable. It is always advisable to check with an accountant before moving forward. Tax laws and regulations are always changing and it is better be safe than sorry.

Like most small businesses, you probably purchase your insurance policies through an insurance agent or broker. Agents and brokers perform very similar functions. Both act as intermediaries between you, the insurance buyer, and insurers. Both have a legal duty to help you obtain the coverage you need at a reasonable price. Both an agent and a broker must have the proper license to sell insurance. He or she must also adhere to the regulations enforced by your state insurance department. Yet, the functions of insurance agents and brokers are not identical. This article will explain how they differ. It will also explain how agents and brokers make money from the premiums you pay your insurers. Except where noted, the following discussion applies to agents and brokers selling property/casualty coverages.
 Agent Versus Broker
The differences between a broker and an agent may vary somewhat from one state to another. Generally, an agent represents one or more insurance companies. He or she acts as an extension of the insurance company. A broker, on the other hand, represents the insurance buyer.

An insurance agency cannot sell insurance products on behalf of a specific insurer unless the agency has been appointed by that insurer. An appointment is a contractual agreement that specifies what products the agency may sell and what commissions the insurer will pay for each product. The contract usually spells out the agency's binding authority, meaning its authority to initiate a policy on the insurer’s behalf. The agent may have permission to bind some types of coverage but not others.

Agents are either captive or independent. A captive agent represents a single insurer. For example, agents that represent Allstate or State Farm are captive agents. An independent agent represents multiple insurers.

Brokers are not appointed by insurers. They submit insurance applications to insurers on behalf of their clients, but they do not have the authority to bind coverage. To initiate a policy, a broker must obtain a binder from the insurer. A binder is a legal document that serves as a temporary insurance policy. It usually applies for a short period, such as 30 or 60 days, and must be signed by a representative of the insurer. A binder is replaced by a policy.

Brokers may be either retail or wholesale. A retail broker interacts directly with policyholders. If you have purchased commercial policies through a broker, your broker is a retail broker. Direct writers tend to focus on personal coverages like homeowners and personal auto policies. However, some also offer commercial coverages to small businesses.

Agents and brokers that sell life insurance also earn commissions. However, a life agent earns most of the commission he or she makes on a policy in the policy’s first year. The commission on may be 70 to 120% of the premium in the first year, but 4 to 6% of the premium for a renewal.

Contingent or incentive commissions reward agents and brokers for achieving volume, profitability, growth or retention goals established by the insurer. For example, Elite Insurance promises to pay the Jones Agency an extra 3% commission if Jones writes $10 million in new property policies in 2013. If Jones renews 90% of those policies when they expire, Elite will pay Jones an addition 2% commission.

Contingent commissions are controversial, particularly for brokers, who are supposed to represent insurance buyers. In the past, some brokers collected these commissions without the knowledge of their clients. Also, contingent commissions may give brokers (and agents) an incentive to steer insurance buyers into policies that are particularly lucrative for the broker. If agents and brokers accept contingent commissions, they should disclose this fact to policyholders. Some brokers no longer accept such commissions.

Your agent or broker should provide you with a compensation disclosure statement that outlines the types of commissions the agency or brokerage receives from its insurers. This document should state whether the agency or brokerage receives base commissions only or if it also receives contingent commissions.

There are differing opinions about life insurance as an investment and it really depends who you ask; some argue that anything other than term life is a bad idea, while others regard permanent life as the better choice. The fact is that, as investments go, life insurance is never going to provide a big return. That said, there is a place for life insurance in one’s portfolio beyond the death benefit but it requires you to understand the rules and risks.

The Ground Rules

First and foremost, your life insurance investment should provide death benefits that sufficiently cover all the needs of your loved ones and estate after you have died. To be clear, we will be discussing life insurance as a leverage device and not a provider of lost income.

Different forms of permanent insurance will accumulate cash at different rates. The slowest and most conservative is whole life; this option generally does not offer any options as to how your cash is invested and usually provides a fixed return in the form of an untaxed dividend. The tax advantage is that these dividends are treated as a return of premium and are not subject to being taxed.

Other types of permanent insurance (such as universal life policies) often provide the owner with options that focus on how excess premiums are invested, resulting in a higher return. The cash value that accumulates in a life insurance policy is like a personal bank account, in that the assets can only be drawn against by you and you are the loan officer. In a conventional bank, a loan officer reviews your credit and determines how much you can borrow and at what rate funds can be borrowed with only your approval.

Like a conventional loan, there is interest to pay – though it is usually lower than the going bank rate for a similar loan. The collateral for your policy loan is the death benefit, which means that if you should die before repaying the loan the death benefit will be reduced by the amount of the outstanding loan. Whole life policy loans have interest rates significantly below market rates and often have no interest at all.
Variable and universal life policy loans may also be subject to an opportunity fee or cost. This amount is calculated by finding the difference between the guaranteed rate the insurer is paying and the current rate of your investment selection. The difference is added to the interest rate you will have to pay on your loan. For example, if your guaranteed rate is 3% and your investment rate is paying 6%, then the difference of 3% is added to the interest rate of your loan.
